If you are referring to the free vBulletin and free vBulletin Installation offer, you would need to purchase 12 months of hosting for one of the plans you see at the links I just gave.

If you do not like the details of the offer, sure, you can purchase your own vBulletin license and you can install it, or we can install it for you for a small fee.
